Complete EN 15947 Guide for Importers
If you're importing fireworks into the European Union, CE marking is non-negotiable. Here's what every importer needs to know about EN 15947, the harmonized European standard for fireworks.
What is EN 15947?
EN 15947 is the harmonized European standard that specifies requirements for the construction, performance, labeling, and testing of fireworks. It's the technical backbone of CE marking for fireworks in the EU.
The standard covers all categories from F1 (lowest hazard, indoor use) to F4 (highest hazard, professional use only). Each category has different safety, performance, and labeling requirements.
Firework Categories (F1–F4)

What CE Certification Requires
- Product testing: Every product type must be tested against EN 15947 by a notified body — an EU-accredited testing laboratory.
- Technical documentation: A detailed technical file for each product, including design specs, safety assessment, test reports, and manufacturing quality control procedures.
- Declaration of Conformity: A legal document signed by the manufacturer (or authorized representative) declaring the product meets all applicable EU directives.
- CE marking on product and packaging: The CE logo must appear on the product itself, the packaging, and any accompanying documentation.
- Traceability: Batch numbers, manufacturing dates, and factory identification for every unit.
Labeling Requirements
EN 15947 specifies exactly what must appear on every fireworks label sold in the EU:
- CE mark with notified body number
- Product name and type
- Category (F1, F2, F3, or F4)
- Minimum age limit
- Net explosive content (NEC) in grams
- Safety distance in meters
- Instructions for use (in the language of the destination country)
- Manufacturer name and address
- Batch number and production date
- Hazard warnings (standard pictograms)
Post-Brexit: UKCA for the United Kingdom
Since Brexit, the UK no longer accepts CE marking alone. Fireworks imported into Great Britain require UKCA (UK Conformity Assessed) marking, based on the UK-designated standard BS EN 15947. If you sell in both the EU and UK markets, you need both certifications.
